LHA payment methods have recently changed for all transactions
3 April 2025
Labour Hire Authority (LHA) has changed the way payments for annual licence fees and application fees are made.
If you have previously used EFT as a payment method, you will need to update any saved payment details in your bank account.
Historical EFT payment details should be removed from your system as they will no longer be correct. Payments made to those accounts may not be received by LHA.
Payments for applications, annual licence fees and renewals can be made via the Labour Hire Licensing Online (LHLO) portal, with the option to pay an invoice via BPAY, from a bank account or credit card, or directly via credit card.
Licence holders and applicants are provided with the option of paying online directly or receiving a BPAY invoice after declaring their turnover.
Licensed providers must accurately declare their turnover and pay the annual licence fee on time to LHA each year, as a condition of their licence. Businesses applying for a licence, or renewing, must also pay an application fee.
The appropriate business tier will automatically update based on the turnover provided and an invoice with the relevant payment details and fee amount will then be issued.
Keep licence details up to date
Nominated officers must ensure their licence details are up to date, to lower the risk of missing critical LHA notices.
It is a requirement under the Labour Hire Licensing Act 2018 (Vic) to notify LHA of certain changes; significant penalties can apply for non-compliance.
Check your business and contact details are up to date via the portal, and ensure you:
- notify LHA of any changes to your nominated officer, especially if a new nominated officer needs to be added in place of a previous nominated officer
- update the phone number or email address of your nominated officer.
There is guidance available to help you update your nominated officer.
Licence obligations
Penalties of over $150,000 for a business and $38,000 for an individual can apply for non-compliance with licence conditions such as failure to pay the annual licence fee.
Non-compliance with licence obligations may also result in licensing action such as conditions being imposed, or licence suspension or cancellation.
Labour hire providers have had their licences cancelled due to failure to pay annual licence fees. Providers are at risk of prosecution for providing labour hire services following cancellation of their licence.
